The size small measures approximately 23.5" from pit to pit and approximately 23" from shoulder to hem. Although I typically wear a size medium top, I can wear the small with no problem, but it does not hang off my shoulder. For a more relaxed, slightly off-the-shoulder look, I would choose the medium.
